Trevor Hill, P.Eng.   – President
Trevor Hill is a serial water entrepreneur, having invested over 25 years in building and leading water companies.  With four successful startups, he has significant experience in both public and private markets, raising $75M through an IPO and over $500M for private ventures.  Mr. Hill created the investor-owned utilities Algonquin Water Resources of America (now Liberty Utilities) and Global Water Resources, Inc.  In these companies Mr. Hill advanced the adoption of Total Water Management in utilities, maximizing the availability and opportunity for recycled water use.  Through his efforts, he was instrumental in the adoption of reclaimed water as a viable water portfolio component and had a foundational impact on the manner in which water resources were considered at the Arizona Corporation Commission.

Mr. Hill developed the concept of Total Water Management (“Total Water Management: Resource Conservation in the Face of Population Growth And Water Scarcity” (available at https://bit.ly/2EYgRyU) in Arizona, led the adoption of the philosophy of the “right water for the right use” and demonstrated the importance of the integrated water/sewer/recycled water utility in water resources management.

Mr. Hill is at the forefront of technology- and financed-enabled services to drive efficiency into utility operations, co-authoring the definitive guide on how utilities can exploit the value of data in their operations (“The Smart Grid for Water: How Data will Save our Water and Your Utility” available at https://amzn.to/2HmlzIy).  

Mr. Hill holds a bachelor's degree in mechanical engineering from Canada's Royal Military College and completed post graduate studies at the Royal Naval Engineering College in the UK.

Cindy Bowers, CPA.  – Chief Financial Officer

Ms. Bowers served as a Director on the Board of Global Water Resources, Inc. from 2013 to May 2019. Global Water Resources, Inc. trades on the NASDAQ under the symbol “GWRS” and is a water resource management company headquartered in Phoenix, Arizona. Global Water provides water, wastewater, and recycled water utility services to residential and commercial customers and is unique in that they manage the entire water cycle, conserving water by using the right water for the right use.  They distribute recycled water throughout their communities in a separate system of pipes for a variety of outdoor uses.  Ms. Bowers served as the Chief Financial Officer from January 2004 to accepting the Board role in 2013.

Ms. Bowers joined Global Water in 2004 upon their first utility acquisition of Santa Cruz and Palo Verde, water and wastewater utilities located in Maricopa, AZ.   From 2002 until 2004, Ms. Bowers was an owner and served as the Chief Financial Officer and General Manager of these utilities. She is a Certified Public Accountant with over 30 years of accounting and management experience with public companies including Holiday Inns Worldwide and Mid-America Apartment Communities, Inc.  Ms. Bowers graduated from Delta State University in Mississippi with a degree in Accounting. 

Graham Symmonds, P.Eng.   – Chief Technical Officer

Mr. Symmonds has more than 30 years’ experience in the water and wastewater field.  He is a recognized authority on utility operations, an expert in analyzing and using data, and a prolific author (including co-authoring of “The Smart Grid for Water: How Data will Save our Water and Your Utility”).

Most recently he was the Chief Knowledge Officer for FATHOM, where he impressed utility operations requirements into the FATHOM products and derived knowledge for utilities from data.  Prior to this he was the Chief Technology Officer and Senior Vice President for Regulatory Affairs and Compliance for Global Water's regulated utilities.  At Global Water, Mr. Symmonds developed codes of practice for utility operations, source control tariffs, backflow prevention programs, land-use guidelines and innovative rate structures to incentivize conservation.


Prior to joining Global Water, Mr. Symmonds was utility manager for Algonquin Water Resources of America, responsible for all business, technical and regulatory operations. In 1995, Mr. Symmonds joined Hill, Murray & Associates as Director of Operations. In 1986, Mr. Symmonds was as an officer in the Royal Canadian Navy and spent nine years employed in a variety of operational and support roles. Mr. Symmonds graduated from the University of Toronto in 1985 with a BASc degree in Mechanical Engineering and completed post-graduate work at the Royal Naval Engineering College in Plymouth, England.
